BIOECONOMY MASTER PLAN
IN THE HAUTS-DE-FRANCE REGION
The result of a collaborative effort, the Bioeconomy Master Plan was adopted at plenary session by the Regional Council of the Hauts-de-France region on 25 September 2018. It deploys 4 goals in 40 actions to promote a competitive and sustainable sector creating added value and jobs. The scope of the master plan demonstrates the determination of Hauts-de-France to become a European leader in the bioeconomy by 2025.
OUR GOALS
- To make the Hauts-de-France region a European leader in proteins (plant-based proteins, insects, micro-algae…)
- To develop biobased materials in construction sectors: flax, straw and wood
- To increase the share of biogas in the energy mix with a target of 25% renewables produced in the region by 2025
- To support biotechnologies for the emergence of the technical molecules of the future, those that will transform society and provide alternatives to equivalent molecules derived from petrochemicals
ACTION PLAN
Set an example within the region
- Ensure that the bioeconomy is a priority in future EU programming documents post 2020
- Make the bioeconomy a priority in all existing financial mechanisms
- Exploit public procurement as a development catalyst
Support the entire resource production ecosystem
- Support experimentation in agriculture and aquaculture in order to develop new practices
- Encourage the world of agriculture to cultivate the resources required by the various sectors
- Support the carrying out of environmental and economic appraisals in order to measure the impact of these new production channels
- Offer financing engineering suitable for biogas projects in the context of the circular economy
Promote research and innovation and support industry
- Attract researchers by establishing industrial chairs
- Structure cross-border and international cooperation
- Enhance sector expertise through training
- Create a range of professional training opportunities currently lacking in the biogas sector
- Develop structural projects and tools
- Encourage the development of vehicles running on bioNGV
Educate and inform the consumer
- Raise awareness among the general public and stakeholders about the benefits of the bioeconomy
- Create forums for interaction between business sectors and the general public
- Educate and inform about the various fields of the bioeconomy and their positive impact
- Raise the acceptability of biogas projects among citizens
